How do I get my bird to play?

my parakeet is not normal. He doesn't play. I put up a videocam close to his cage and all day he sat on his perch. I have plenty of interesting toys in his cage, but all he seems to do is sit in one Spot and climb down to eat his food. Any advice? I have spoken with a vet, and they said nothing was wrong. I have all the different types of toys in his cage (chewable mirrors rings etc.) any advice?
